Yellow "No Parking?" area by pumpout

We moor in Lake Union and have tried to use the pumpout at QCYC numerous times, only to find a boat at the dock blocking access to the pumpout on more than one occasion.  Just this last weekend upon returning from Eagle Harbor we stopped by QCYC to pick up our car that we had left there and to pumpout.  Again, there was a large boat blocking access.  We were able to get only our SB stern and midcleats tied to the dock, but the hose was not long enough to reach our P side.  Luckily a member of 15 years was watching our dilemma and suggested we move the other boat back.  I said I was game for that if he thought it was alright and he responded - why not?  There was plenty of room behind him to get us fully on the dock and access to the pumpout.  I'm not sure why the owner of this boat wasn't more considerate of others when he tied up his boat originally to give better access to the pumpout since there wasn't enough room behind him to dock another boat.  I guess my question is  - What is the official policy regarding the yellow portion of the dock in the "U" vs. what actually occurs during everyday use in the "U"?  We have been members just less than a year and our still trying to figure out some of the finer points of QCYC.
