Make Dock 3 Camera Viewable by Non-Members

We originally put in the Dock 3 webcam so the office manager could see if there was space at the reciprocal dock when someone called to ask. But that only works during office hours.

Why not make this camera viewable by non-members, since users of this dock space are typically not members?

Another enhancement would be to put a visible stripe across the walkway on the dock where the reciprocal space starts, so it is more easily viewable on the camera. I know the rail is painted yellow, but this is a bit hard to see on the camera.
