Marine Electrician- Dock Breaker Issues

My Boat passed the QCYC Electrical Test but only half of the System will work in Winslow.

The New Winslow Dock Breakers trip when connected to my Shore Power #1.

Has anyone found someone who can sort out GFI Dock Breaker Issues?
