Does anyone know the agency responsible for dock safety requirements?

I've been trying to find the answer to the question: Which government agency is responsible for making sure marina owners are compliant with safety requirements, specifically having the proper number of ladders installed (used when somebody falls in the water and needs to get back out).   I thought with all of the efforts to get the QCYC marina compliant with the Seattle Fire Department codes that someone here might know the answer. 

The Code Compliance office of Seattle Department of Planning and Development says this doesn't fall under their jurisdiction. The Seattle Police Department's Harbor Unit suggested contacting Washington State Dept. of Labor and Industry (Marina and Dock Safety), but based upon their website content I don't think that is correct.  Could it be the fire department? 

This is not concerning the QCYC marina.  Our number hasn't been drawn yet ; )
