QCYC By-Laws Update

Revision U of the QCYC By-Laws is now posted to the website. This revision incorporates the approved change to Article VI of the By-Laws allowing for electronic notification of proposed By-Law changes and was approved via membership vote at the general meeting on 9 January 2019.
