Storage Boats

Does anyone know what a storage boat is? I read the bylaw and I'm still confused. I guess the word is nebulous. I have asked several P/C's and they all have a different definition. Is it, if you don't use your boat for a period of time. Or you don't take your boat to a club function? If you go down to your boat and read the Sunday paper is that active. If you work at the club on projects do they look the other way? I mean no malice by asking it just appears maybe no one has ever really defined what a storage boat is. I hate to ask members to leave their moorage without a clear definition of the rule they have broken. Richard, you are out there what's the answer? Dick Geving
