What is the "Tarettes Dock Party"?

I have seen the "Tarettes Dock Party" on the calendar for a few years and I still don't know what it is.  Looks like there is going to be one on June 6th. 

I have looked for flyers on line or notes in the Bilge Pump for a description of what it is all about.  What am I missing?
